According to the Destiny Rising community manager, details regarding the Destiny Rising beta will be available on May 21, 10 AM PT. Information will include the start date and App Store pre-orders going live, letting you register your interest in Destiny Rising in advance.
How to register for the Destiny Rising Closed Beta
As mentioned, NetEase will share more details on May 21 but expect pre-registration to happen via the iOS App Store. It's still unknown how will applicants be selected to participate, so again, it's all about having patience at this moment.
