You can get the Red Tape by completing Revenant-specific activities such as Onslaught.
That menas the Red Tape scout rifle can also be acquired by completing the recently added exotic mission Kell's Fall. The drop rate is rather low, so consider grinding the catalysts or finding the Slayer's Fang upgraded intrinsic perks to make your time investment worth it.

The Red Tape is not particularly strong in any activity. With many solid scout rifle choices already available in the game, you might just want to get this one to spice up your game experience.
